This second edition of the ICFR’s Newsletter reviews two of the significant discussion forums held recently by the ICFR. It also puts into context the regulatory highlights of 2009 and explores the economic outlook and regulatory agenda for the coming year. For your planning purposes, we have included a calendar of our events for the first half of the New Year.


We have a full schedule of events for the first half of 2010 which I am sure you will find interesting. We will be holding our first annual international conference in Amsterdam in April and our Asian launch in Mumbai is planned to coincide with a joint conference with the Brookings Institution, the Asian Development Bank Institute and the UK Foreign and Commonwealth office in February. Our website www.icffr.org is proving to be a valuable resource for the global community involved in regulation. We publish regular research commentaries and daily news items as well as maintaining our Regulatory Calendar which contains details of regulatory events and consultation deadlines on global financial regulation. 2009 Regulatory Round-Up
 

2009 is probably best seen as the year in which the authorities began to recover their poise in the wake of the events which wracked the financial markets in the course of 2008. While we can never say ‘never again’ the efforts undertaken aim to and should reduce the chances of another major crisis in the near term, mitigate its effects and make clearer the resolution mechanisms.

ICFR Training Catalogue and Search Engine: 300 Courses in one Place
 

To provide a simple and effective way to access training on financial regulation, compliance, and risk management the ICFR has developed a unique online training catalogue.

The catalogue now comprises over 300 programmes from 20 internationally operating training providers. The listed training offerings include e-learning modules, class-room programmes and blended solutions either off-the-shelf or tailored to your needs.

In the coming weeks we will refine the search facility, add further features to the course upload portal to enhance the experience for both users and training providers. The training offerings will soon include webinars and study books.

In addition we will publish short features about each training company participating in the catalogue, highlighting the focus, expertise and choice of international training solutions each company offers to its audience.

ICFR Roundtable on the Future of OTC Derivatives
 

On 24 November 2009 the ICFR held an invitation only roundtable to discuss the different proposals for future OTC derivatives regulation. The international participants at this over-subscribed event comprised regulators, exchanges, clearing houses, data repositories, banks, insurance companies and representatives of the legal and accounting professions, and representatives of the industry generally and corporate derivatives users.

The objectives of the roundtable were to:

  • understand the objectives of the European and US regulatory OTC proposals
  • explore the key differences between them
  • highlight potential consequences for market participants
  • consider alternative solutions

ICFR Roundtable on Trading Infrastructure and Dark Pools
 

Trading infrastructure and dark pools formed the topic of a roundtable event held by the ICFR on 25 November 2009 in London. The objectives of the meeting, attended by a broad cross section of market participants, supervisors and academics, were to:

  • determine how the ICFR should tackle the issue of dark pools / alternative trading platforms (ATPs) as part of its broader research agenda in the area of market infrastructure
  • ascertain what issues the industry thinks regulators and policymakers need to understand and what information they require to do so.

In broad terms, the meeting identified two sets of issues: firstly, the more technical aspects concerning the operations of dark pools and ATPs. Secondly, a broader question was raised with regard to the allocative efficiency of modern trading infrastructure.
